You need to go to a Thai place.
But Thai places where the girls offer HJ is rare but some will be OK if you self serve. Even if you become regular enough at a place that you can get from self serve to HJ, you are not likely to get any girl at a Thai place topless.
Thai girls don't look much like Japanese girls but if they're young and thin they'll usually be cute.
